System definition is a prerequisite for effective management of maintenance, new construction, test programs, logistical support, and other ship-related needs. To provide integrated management of ship systems from 'cradle to grave', the definition must utilize a common language. Neither the EIC or the WBS, as presently structured, are suitable for use as a common language since they are basically directed toward different elements in the Navy organization. However a configuration accounting system developed by merging the WBS and EIC with due regard for the needs of both maintenance and construction managers can serve that purpose. The feasibility of creating a common language by merging the two systems is demonstrated in this report. (Author)
