Production of a practical electronic mail handling system will entail design, development and fabrication of numerous equipments and will create innovations in several areas of technology. A laboratory facility to demonstrate and appraise equipment and design concepts is indispensible to the overall Electronic Mail program. The purpose of the report is to recommend an experimental laboratory configuration to assemble, operate and evaluate various EMH equipment and configurations. The report describes the basic assumptions and concepts that led to a set of equipment selection criteria from which appropriate equipment recommendations were made.
