The report defines the equations upon which the SAFER computer program is based. Mathematical models of a line and a flat triangular surface element are given. These models are suitable for predicting responses of structures with linear behavior. Stiffness models are given for evaluating deflections; cross section models for stress. Transformations provide for simulating element connections at other than their neutral surfaces. A modified Gauss decomposition process is selected for solving the load-deflection equations of structures. Checks are given to identify kinematic instability, numerical singularity, and inaccuracy in stress predictions; all in association with the solution process. A general, direct, and exact procedure is delineated for determining the response of the structure if an element is removed or changed in size. The removal process is prescribed for predicting the fail-safety factor of a structure. It includes a check to evaluate kinematic stability when each element is removed. (Author)
