An attempt is made to simultaneously develop certain aspects of a theory of multi-level systems and decomposition techniques for multi-variable optimization problems.nTwo level-three goal systems are explored intensively with particular reference to the method of "coordination" employed by the second level unit. "Direct" and "Indirect Intervention" modes are explored. The problem of the quantity of information required by the second level for the coordination of the first level systems is investigated. "Direct"' and "Indirect Models" are investigated. The connect of the "Indirect Model" leads to the development of. a Decomposition Principle for Non-Linear Programming. The concluding chapter presents the analysis of a numerical example coded for the computer which demonstrates the utility of certain of the techniques in the context of a specific application.
