In the 1990s, the US Government instituted several programs In cooperation with the Government of Peru as part of its 'war on drugs.' The programs were designed to attack all aspects of the narcotics trade, from an eradication program designed to destroy coca fields under cultivation, to the Airbridge Denial Program (ABDP), designed to interrupt the transport of coca paste by civil aircraft from Peru to Colombia. By 1997, Agency reporting described the ABDP as a major success that played a key role in the significant decline in coca cultivation in Peru and as the linchpin of a successful strategy to disrupt the export of coca products. The ABDP operated east of the Andes Mountains in an area of Peru designated by the Peruvian Government as a special air defense identification zone. Under the terms of the US-Peruvian program, if an aircraft was reasonably believed to be involved in narcotics trafficking, the Peruvian Air Force (Fuerza Aerea del Peru or FAP) was authorized to direct the suspect aircraft to land at a designated airfield. If the suspect aircraft failed to follow instructions and after a series of required warnings, FAP fighter aircraft could be authorized to shoot it down.
