摘要

This Environmental Baseline Survey (EBS) has been prepared to document the environmental condition of real property, consisting of a proposed jet fuel (JP-8) pipeline route at Nellis Air Force Base (AFB), Las Vegas, Nevada. Figure ES-1 shows the site location and the proposed and JP-8 fuel pipeline routes. Figure ES-1 also shows how Nellis AFB is divided into three cantonments: Areas I, II, and III. The new proposed pipeline will terminate at the new tank facility. Upon completion of the installation of the new 8-inch pipeline, the existing 6-inch pipeline will be partially abandoned in place. The proposed action will enhance aircraft refueling efficiency and reliability, promote overall workload efficiency, and augment the East Side Operations Storage (ESOS) capacity. Calnev Pipe Line, L.L.C., an operating company of Kinder Morgan Energy Partners L.P., would own the infrastructure pipeline and new aboveground storage tanks AST storage and lease the pipeline route and storage location property from Nellis AFB. Therefore, this EBS will serve to evaluate the suitability for lease of the pipeline route and storage tank properties. The EBS is intended to review environmental conditions resulting from the storage, release, and disposal of hazardous substances, petroleum substances, and their derivatives over the history of the installation, and establish a baseline for use by the U.S. Air Force (USAF) in making decisions concerning real property transactions. The preparation of an EBS is required by Department of Defense (DOD) policy before any property can be sold, leased, transferred, or acquired. This EBS is intended to evaluate the suitability for lease of a property corridor for the proposed jet fuel pipeline.
