摘要

The intention of this paper is to analyze relations between Brazil and the United States of America from a Brazilian perspective as well as the possible future improvement of those relations to a point where the countries can again be considered partners. It is also the intent to provide an accessible text that will help explain Brazil to those policy makers and military leaders who find themselves baffled by their vast and surprisingly little-known Southern neighbor. As a way to set the pace it commences with a brief histoncal background of the cooperation between both countries since the beginning of the Republican regime in Brazil. Subsequently it discusses the importance for the U. S of a partnership with Brazil with particular focus on the advantages for the Western Hemisphere of such a partnership. At this point three major purposes for a partnership are listed and discussed taking into account the current behavior of both societies and their govemments policies towards hemispheric economic development hemispheric security and global peace. Then using the lessons learned during the history of past relations to suggest a model for the core elements of a new partnership from a Brazilian perspective it highlights some of Brazil%s most important interests that could strongly affect future relations. In conclusion the manuscript provides a brief assessment of the perspectives of establishing a partnership and some suggestions as to how the U.S. should deal with this traditionally friendly country in South America.
