Advanced communications technologies threaten the U.S. ability to provide signals intelligence reports to strategies and policy makers. Budget cuts in the intelligence community and growing suspicion among the public add to the community's challenges of the Information Age. The author suggests a drastic restructure of the Intelligence Community and the adoption of an 'inference' approach to intelligence collection and dissemination.
