During Phase I of the Deepwater Acquisition Program, the Coast Guard has increasingly recognized that one or more of the industry teams may propose contractor logistics support (CLS) of a magnitude that could have significant and lasting effects on the large-scale structure of the Coast Guard. Preliminary estimates indicated that major functions reaching well beyond Deepwater could be affected, with the potential for significant resultant reductions in end- strength. The implications of such changes were not clear with regard to the effects on Deepwater itself; on major support functions and installations; on Coast Guard operations outside the Deepwater sphere of influence; or, ultimately, on the set of competencies that uniquely constitute Coast Guard core capabilities.
