This thesis analyzed the responsibilities of the support operations officer in the FSC of the Force XXI division redesign. Based on these responsibilities, the research question, does the Army need to design a specific professional development plan to train CSS lieutenants to serve as support operations officers in the FSC. served as the basis of this study. This research examined what skills, knowledge, and behaviors (SKBs) are most important for a CSS lieutenant to succeed as the FSC support operations officer. Once the SKBs were identified, a survey of subject matter experts prioritized the importance of the SKBs and assisted in formulating the professional development plan that addressed the three pillars of the Army leader development model institutional, operational, and self-development. This study concluded that a comprehensive professional development plan was required to develop CSS lieutenant in the desired SKBs in order for the lieutenant to be successfully as the FSC support operations officer. Appendix B represents the proposed professional development plan using Kotter's eight-stage process of change as the format.
