摘要

The pilot study yields a picture of the charitable welfare system in a phase of restructuring. The study employed a questionnaire that was sent to 264 organizations. Some 34 forms were completed and 31 were evaluated. The findings were as follows. On the one hand, high state financing shares, state influence, and cartel agreements indicate that the neocorporatistic system remains in place. High market shares in various sectors, charitable welfare firms generally unaltered financial success and, in part, significantly higher hourly wage rates compared to private commercial suppliers can be regarded as signs of continued market strength. On the other hand, the questionnaires brought to light an increase in the intensity of competition and uncovered multiple adaptation efforts being undertaken, primarily relating to the array of services offered, cost-covering and production processes.
