The lead articles in this issue of the Newsletter are about two very importantand innovative programs in operation today. The Navy Electronic Contracting Online program provides a step towards paperless contracting that is part of our Acquisition Reform goals. The Afloat Purchase Card Program gives the storekeeper at sea the immediate buying power that is so often needed during short stays in port and for items that should be so easily obtained.
