摘要

This report gives the description of a multicriteria analysis (MCA) which iscarried out for the determination of the best assortment of wheeled vehicles needed in the future for the operational transport needs of the Royal Netherlands Army (RNLA). With the aid of experts of the RNLA a hierarchy of criteria has been set up. This hierarchy or model offers a framework for evaluation. In this model the alternatives can be judged and compared on several criteria. The alternatives are means to achieve an overall objective: to accomplish the transportation tasks of the RNLA. To measure how well that objective will be achieved, sub-objectives and criteria characterizing alternatives are used. All these elements are arranged in a hierarchical format with the overall objective on top and the attributes which can be used to measure the attraction or performance of the alternatives as the bottom nodes. The in between nodes are criteria which are breakdowns of criterion nodes at higher hierarchy levels and may themselves be broken down. The experts made judgements about the alternatives on the direct criteria, and determined the relative importance of criteria with respect to any higher leveled criterion. With the help of a MCA software model, TOPSYS, for each alternative, all scores and weights are synthesized to come to an aggregate judgement. Further the results are analysed and their sensitivity is examined for changes in some scores and weights.
