摘要

To satisfy the need for basic services and demands, to exploit. new resources, and stimulate agricultural and industrial productivity and exports, a fully functional, well-placed rail and road network with a hierarchy of linkages is essential. Although infrastructure is commonly regarded in terms of its physical form', railroad track, roads, bridges, ports, pipelines and, the like, the real output of infrastructure is a service: efficient movement of people and goods. Thus the efficacy of infrastructure depends not only on the investments made in infrastructure, but on the quality of service provided. The contribution of infrastructure to an economy depends not only on the investments made in infrastructure but on the quality of service provided. As discussed in more detail below, in terms of provision of basic infrastructure, Pakistan does not lag behind other countries' at a similar level of income and development. However, in terms of quality, reliability and efficiency', Pakistan's infrastructure could critically constrain the country's' economic growth as well as improvements in living standards.
