A new time-dependent model of the heavy ion space radiation environment has beendeveloped which describes the galactic cosmic ray, anamalous component, and solar energetic particle heavy ions fluxes and their temporal and spatial variations in space near earth. This model, the CRRES/SPACERAD Heavy Ion Model of the Environment (CHIME) is incorporated in a set of computer software modules which allow a user to define a model specific to a period of tile or a level of solar activity, and a location or orbit near earth. A brief description of the models forming the basis of CHIME is presented. Documentation, installation, and usage notes specific to the implementation of CHIME on PC-compatible systems are provided in this User's Guide.
