A simplified model with strongly restricted dynamics, effective quadrupole central interaction potential, and constant vectorial interaction and Coulomb interaction is described in detail. The application of the model for the binding energies and some excited level bands of heavy even-even and odd nuclei in 158 less than or equal to A less than or equal to 196 region have been qualitatively studied. 33 refs.; 3 figs.; 6 tabs.
