Improving Environmental Quality Through Structural Change. A Survey of Thirty-One Countries

Using a small set of indicators, thirty-one western and eastern industrialized countries are being tested with regard to the levels of environmental pollution and economic structure. The authors come to the conclusion that the close connection between economic prosperity and environmental pollution, unequivocal in 1973, had dissapated by 1983. The de-linking of economic growth form material-intensive industrial production modes is particularly evident. In some cases 'automatic' environmental benefits (gratis effects) are generated in this way. On the whole, the development profiles of the countries investigated differ greatly. There are countries, in particular Sweden, with absolute structural improvement in the ecological sense; countries like Japan and Norway with structural improvement relative to economic growth; and countries, inclusing most eastern and southern European states, featuring no structural improvement or even negative structural environmental impacts.
