This Backgrounder starts with an explanation of who the District Service Industries are and how they got here - their history in the region. It contains some discussion of the extent and causes of their problems, including the economics of the industry. It is followed by a discussion of the problems their plight causes for BPA and everybody else in the region. Next comes a description of five basic options, with a listing of many of the questions that must be answered relative to each. (ERA citation 10:022608)
