The growing prominence of beneficiary charges in local government services is analyzed. Beneficiary charges are of considerable interest to local jurisdictions, most of whom plan to pursue this source of revenue more actively in the future. The tighter the budget, the more active the pursuit. Such systems, may, however, worsen the position of the disadvantaged. Approaches to counteract this problem include: lifeline rates, target group discounts, rebates in low income neighborhoods, and deferral provisions for special assessments. Examples of these approaches already existed among survey respondents. One possible approach not currently in use is that of the supervoucher.
