This analysis considers the effect on US coal exports in 1990 of user fees for: (1) operations and maintenance, and (2) deepening selected coal ports in order to permit the use of larger colliers. Of the many cost-sharing/user-fee proposals offered, this analysis focuses on two bills, S. 809 in the Senate, and H.R. 4627 in the House of Representatives, both introduced in the 97th Congress, and a third proposal drafted by the US Army Corps of Engineers, the federal agency charged with maintaining port channels.
