This report presents the Standards and Criteria for Housing for the Chronically Mentally Ill of Section 202 and Section 8 Direct Loan Program, along with their justification and documentation of their evolution. The Standards and Criteria provide policy and procedural clarifications and introduce several nonregulatory changes in program practices and administration. The Standards and Criteria cover participation by State mental health authorities, mortgage credit analysis, valuation credit analysis, equal opportunity analysis, cost analysis, architectural and engineering analysis, and housing management. The report discusses why these issues have been problems in the development of Section 202 projects for the chronically mentally ill. It provides technical assistance to applicants and sponsors of Section 202 and Section 8 projects for the chronically mentally ill, focusing on strategies to use for various major development stages of a project (deciding to apply, preparation of the application, closing, etc.). The final chapter offers Housing and Urban Development recommendations concerning further modifications to the Section 202 and Section 8 program and possible alternatives to the Section 202 program for serving the housing needs of the chronically mentally ill. An annotated list of over 75 references and lists of project consultants and external reviewers are appended.
