This paper places in a social context the physical protection measures which have become increasingly important for the operation of nuclear installations and describes the way such measures affect the rights of the personnel concerned. It reviews possible areas of conflict between safeguarding national interests (non-proliferation issues and international obligations of the Federal Republic of Germany) and the personal rights of employees.
