This report describes a project to develop and implement a model for a total planned community providing comprehensive programs, services, and facilities to meet the unique needs of elderly persons who are deaf, deaf and blind, and deaf and multiple handicapped. The 3 - year project was conducted by the Ohio School for the Deaf Alumni Association (OSDAA), Westerville, Ohio, and was funded by the Administration on Aging. Efforts have focused on developing administrative and support systems to meet the comprehensive requirements of this population of elderly persons. The project has achieved the construction and operation of the Columbus Colony, a 106 - unit apartment complex and 100 - bed nursing facility. In addition, programs and services have been developed and implemented in such areas as health care, transportation, nutrition, communication, leisure and recreation, and volunteerism. Moreover, linkages have been formed with many community agencies and organizations. Finally, the governing body of the organization has been restructured to enable the deaf and hearing communities to interact with one another in planning and administering the project. The findings of the project's evaluation have led to the development of techniques that can serve as models for other organizations dealing with the problems of aging and deafness.
