The process of turbulent diffusion of a puff is treated statistically through the application of Markovian random processes. A theoretical model of the fluctuations of the sizes of puffs in the inertial and outer subranges of turbulence is developed. This model is applied to explain two physical effects of turbulent diffusion. The first is the statistical distribution of the concentration of contaminants, which is often found to be close to a lognormal distribution and the second is the growth with time of the vertical diameter of a puff in the outer subrange, which has been observed to be close to linear.
