摘要

The National Academy of Public Administration identified and evaluated alternatives for governmental policies, organizational structures, and actions in civilian nuclear reactor emergency management. It reviewed present policies and practices in civilian nuclear reactor emergency management, selected experiences and practices of governmental agencies other than the Nuclear Regulatory Commission, and industries other than the nuclear power industry, and to identify alternatives to the present nuclear emergency system. The Academy performed this work using a staff operating under the oversight of a select panel. Part I of this report summarizes the conclusions of the panel on the issues. Part II is a staff paper analyzing some of the issues and alternatives, and setting forth recommendations. Part III is a staff paper describing the present civilian nuclear reactor emergency planning and response 'system' in the United States.
