The Massachusetts Executive Office of Human Services (EOHS) subcontracted a portion of its HEW 'capacity building' grant to the State's League of Cities and Towns (MLCT). The MLCT, in turn, developed two different contracts closely linking itself with the Local Officials Human Service Council (LOHSC). This report documents and critiques technical assistance provided to 10 municipalities by the league, other municipalities, or State and Federal agencies during the term of the contract. In addition, it evaluates the effectiveness of the monthly LOHSC forum in sharing information regarding coordinated human services planning and delivery among local municipalities. The forum plan included a list of local human service officials and other relevant actors who have agreed to share their experience in (1) conducting needs assessment studies, (2) developing resources for inventories, (3) generating public support for the coordination of local human services, and (4) conducting coordinated planning around the provision of locally based human services. Relevant materials, documents, and articles available from these sources are described. The plan identifies methods through which LOHSC membership expands to incorporate additional local human services. Report conclusions indicate that local governments should (1) familiarize themselves with all human service agencies; (2) make use of MLCT and LOHSC resources to increase their understanding of the impact of State efforts on local governments; (3) clarify the locality's ability to spend funds on human services; and (4) explore the potential for integrating their human service responsibilities with those of neighboring localities. The State could improve its relation with local governments by (1) making municipal representation a goal in the development of 'area strategy'; (2) expanding human service goals through the use of Title XX funds to match local funds for predetermined programs; and (3) accepting municipalities as partners in the business of government (e.g., using local officials to train State agency personnel about local government).
