This monograph reviews the current status of program evaluation in State vocational rehabilitation (VR) agencies, focusing on the reasoning behind the evaluations and needed improvements; various models and handbooks are discussed. Reasons for developing better means of evaluating State VR programs include increased demand for accountability in human service programs, continued stiffening and refinement of Federal standards, and an increase in funding of evaluation programs. Although most programs now integrate planning, implementation, and evaluation, and VR programs are commonly evaluated according to the nine standards of the Rehabilitative Act of 1973 (serving the target population equitably, placing clients in jobs and avoiding delays in helping them, using resources efficiently, seeing that clients retain benefits they obtain through rehabilitation, and ensuring that counselors have manageable caseloads, etc.) A recent study of 69 agencies, indicates that program evaluations are not being done by many agencies. Often, these evaluations are crisis - oriented rather than development - oriented; their evaluating personnel are usually poorly trained, and target populations are not well - defined, followup studies are not done, and sophisticated methods are not used. Nine published approaches are described, detailing the varied methods of conducting and understanding evaluations. Models are provided including handbooks for beginners listing different reasons for doing evaluations, ways to develop realistic criteria to judge programs, discussions of evaluation theory, and models for integrating the parts of program development with evaluation.
