摘要

The debate over siting of electric power generating facilities has focused attention on the need for better techniques to assess the impact of energy facilities on local communities. This paper discusses the potential impact that the construction of three energy facilities could have on the finances of local governments in Eastern Tennessee. The results come from a series of models known collectively as the Public Budget Model (PBM). Impact is expressed as the net difference between natural growth conditions without the projects and the conditions expected if the construction projects are done.
