The difficulty of designing a high-gradient accelerating tube is emphasized. In an effort to recognize all the factors involved in discharges and sparking within an accelerating tube, a list of 15 criteria for construction of a good tube is dis¬cussed. The author's experience that has led to the development of the criteria is traced from development work at the University of Wisconsin through the design and development of the large vertical Van de Graaff of LASL's Group P-9. Finally, the de¬sign of a tube that meets these criteria is sketched and it is suggested that such a tube might be capable of operating at a gradient of 3-4 MV/m.
