A Systems Approach to Manpower Utilization and Training.

摘要

The impetus for this study sprang from several concerns for staff development in the Utah Division of Family Services. In order to improve quality of services, training was considered vital; and for effective training programs, overall planning was deemed necessary. Another major thrust was to design and develop career opportunity systems for new paraprofessions and for traditional occupations. The study utilized a new technology, Functional Job Analysis (FJA). This system made use of the concept of task rather than job as the basic unit of work. It continually related tasks to performance standards; skill requirements; and measures of complexity, orientation, discretion, and educational development.
