The National Climatic Data Center (NCDC) has been a long-time and very active211u001eparticipant in the joint research program on the Greenhouse Effect created by the 211u001ebilateral agreement Annex III to the Protocol on Fossil Energy Research and 211u001eDevelopment on Cooperation in the Field of Atmospheric Trace Gases. This 211u001eagreement between the US Department of Energy (DOE) and the People's Republic of 211u001eChina, Chinese Academy of Sciences (CAS) has fostered a large amount of data set 211u001edevelopment and research (Riches et al., 1992) as well as science exchange 211u001ebetween the two countries. Within the agreement there have been four basic tasks: 211u001e(1) to analyze general circulation models, (2) to prepare, validate, and analyze 211u001edata, (3) analyze the relationship between large scale and local climate, and (4) 211u001eatmospheric trace gas measurements, particularly methane (Riches et al. 1992). 211u001eWithin this framework the NCDC has had two basic tasks in this program: to 211u001edevelop, validate, analyze and exchange long-term climate data sets suitable for 211u001eanalyzing past climate change, and to perform research into past climate change 211u001eand linking large-scale and regional climates. Following is a brief review of 211u001eNCDC's accomplishments in the project.
