This paper describes the theory and reality of pursuing DSM programs from one perspective of state regulatory staff. These are the activities and capabilities needed to develop and implement DSM programs: (1) to identify the range of potential DSM programs, (2) to evaluate the potential market for each DSM considered, (3) to evaluate the benefit-cost character of each DSM program proposed for adoption, (4) to choose and implement specific DSM programs, (5) to measure the impact of each DSM program offered, and (6) to evaluate the impact of each program.
