The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) facilitates the Federal Governments implementation of sound, cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship. Providing support and technical assistance to Federal agencies interested in power purchase agreements (PPAs) is part of that mission. The Energy Policy Act (EPAct) of 2005 requires no less than five percent of total agency electricity consumption to come from renewable energy in fiscal year (FY) 2010 through FY 2012, and no less than 7.5 percent thereafter.
