摘要

The report results from the understanding that the evaluation systems for chemical substances do not sufficiently consider the composition and functioning of the ecosystems to be protected. The object of the study is to give a survey of ecosystem characteristics that can be used to establish the effects of chemical substances and to present a proposal for a research program, aimed at making ecological knowledge available for the development of criteria for policymakers and at short-term quantification of the ecological effectiveness of policy decisions. As a first step towards these goals a literature survey has been carried out. The study reports on the importance of ecosystems as an entity for both management and research purposes and on existing theories on stress ecology. Attention is paid to the behavior of chemical substances in ecosystems, on the effects on individuals and populations and on the effects on structure and dynamics of communities and ecosystems.
