The purpose of the project was to determine the environmental quality of the Spring Creek site, the limitations to and opportunities for potential utilizations of the site as an industrial park, and the level of development that could be accommodated on the site. The report notes that certain constraints (such as traffic-carrying capacity, current zoning, and potential soil stability problems associated with construction on landfill sites) exist and recommends several specific studies.
