Nurturing Science and Engineering Talent: A Discussion Paper

The purpose of the paper is to stimulate discussion on how best to enhance the quality and quantity of science and engineering students into the 21st Century. In its discussion of the status of the talent pool, the paper presents extensive data on trends in the supply of both baccalaureates and doctorates, addressing factors such as demographic trends, degree acquisition trends, and participation rates. Special attention is paid to gender, race/ethnic, and citizenship differences. The paper concludes that there is cause for concern about the future adequacy of the science and engineering talent pool. The paper argues that every developmental and educational stage is a potential point of intervention, and that comprehensive approach to nurturing science and engineering talent must address the whole pipeline and be sensitive to sex, race, ethnic and class differences. The discussion of interventions concludes that there is a substantial evidence that interventions can be and are effective. However, marginal interventions will not be sufficient; significant reforms are needed. There are active roles to be taken by every sector. The paper includes extensive references to background materials.
