At the request of the DOI's Bureau of Land Management (BLM), a committee of the National Research Council was formed in September 1984 to conduct a study to (1) interpret, amplify, explain, and define the meaning of the phrase 'known geologic structure of a producing oil or gas field'; (2) provide operational guidelines for application of this phrase; and (3) consider alternative KGS definitions. The specific charge to the committee included reviewing the use of the phrase in achieving the objectives of the Act and identifying opportunities for improvements in statement, interpretation, and application. The study was to consider agency experience in implementing the KGS concept; the data, expertise, and other resource needs to support a KGS definition and meet the objectives of the Act; definition restatement taking into account modern technology, terminology, and concepts; and procedural guidelines for determination of a KGS within such constraints as time, data, and other resource limitations.
