Few developing countries allow food prices to be determined unhindered by market forces. Governments commonly employ a variety of instruments--consumer subsidies, quantity rations, import and export restrictions, parastatal marketing companies, forced procurements, and foreign exchange undervaluation--to influence consumer and producer prices. The current subsidy system, then, does not represent a sharp break from the past. By 1980 the cost of food subsidies had risen to more than 1 billion Egyptian pounds.
