摘要

Title VIII of the Civil Rights Act of 1968 establishes the Department of Housing and Urban Development as the lead agency in providing for fair housing throughout the United States. The Department has developed a comprehensive fair housing program to meet the objectives of the law. This program consists of enforcement activities that assures compliance with Title VIII and voluntary activities that reach out to the private housing sector and affirmatively furthers fair housing. This paper reviews both the enforcement and voluntary approaches, determines strengths and weaknesses of both approaches and makes a series of recommendations to strengthen the comprehensive fair housing programs that HUD administers.
