摘要

In place of estimating incidence by business size class, the differential effects of payroll taxes were simulated under a variety of conditions. In one group of simulations, the effects on unit labor costs and on margins of changing tax rates were examined; different assumptions about incidence were made for that examination. It was found from those simulations that margins would narrow more for small businesses than for large businesses when employers cannot pass the tax back to employees or forward to consumers.
