Urban Poor and the Economic Recovery: A Survey of Human Services in the Nation's Principal Cities

A 1984 survey of human services officials in 83 cities of varying sizes found that the economic recovery generally has not improved conditions for the poor, but in many cases has worsened their employment, housing, and quality of life. Four out of five cities reported an increase in the number of poor people since 1982, and more than half reported increased demands for emergency services, particularly shelter and food assistance. On the average, one - third of the demand for all emergency services is going unmet. Most cities saw increases in utility cutoffs, applications for energy assistance, and housing evictions during the past year. The demand for human services other than emergency services also has increased, and half the cities responding were unable to meet this demand adequately. Unmet needs were greatest in mental health, legal services, and child care. Of the responding city governments, 60 percent were unable to increase funding for programs reduced by Federal budget cuts. Human service officials cited the need for Federal action in job creation and training, permanent housing for low income and elderly persons, services for homeless persons, and nutrition and food assistance. The shortage of affordable housing for low income people appears central to the problem of the poor. The economic difficulties faced by the poor have led to homelessness, mental health problems, family dissolution, and increased alcohol and substance abuse.
