摘要

This report concerns the changes taking place in American cities as the nation shifts from a manufacturing to a service-based economy, and looks at how these structural changes are affecting urban areas and the workers living in them. It describes a new urban system dominated by 'command and control centers,' in which corporate and producer services--banking, law, accounting, and the media--are concentrated. In examining how urban policy can best respond to these far-reaching shifts, the report calls for flexible policies that stimulate industrial and economic development while addressing the problems of the people and places left behind. Specifically, it examines strategies for economic development and job creation in an advanced economy, explores ways to improve the urban labor force, and considers the needs of workers who cannot or will not relocate for new jobs.
