The purpose of this report was to outline the problems, alternative solutions, and institutional arrangements associated with interstate issues of managing water supply and water quality between North Carolina and Virginia. In this process, a political analysis was conducted, which indicated that because of inequalities in the distribution of costs and benefits associated with water resource use between parties on different sides of the state line, officials of the respective states do not share a common set of interests or political agenda. This conflict of interest could lead to either a benign neglect of water resource problems of the area, court actions, or the development of an institutional framework for the settlement of differences between interested parties and the management of water resources on an interstate, regional basis.
