摘要

This synthesis is intended to assist states concerned about the impact of high expense illness on the uninsured and underinsured and health providers who care for them. It provides information on how states can estimate the size of the population facing uninsured medical expenses, reviews the range of options available to states to address this problem, and analyzes the experience of state programs to pay for the costs of uninsured high expense illness or expand the availability of private insurance for uninsured populations. Volume one of this synthesis has two chapters. Volume two examines the operational experience of state programs, and provides information on three approaches that have been the subject of considerable discussion in a number of states: catastrophic expense programs, risk-sharing pools, and mandated employer-based health insurance.
