Augmentation of a network of sewer lines and wastewater treatment plants is analyzed using optimization methods. The optimization model uses integer programming to determine the most economical location of wastewater treatment plants and sewer pipe routes. Because of the extraordinarily large number of integer variables, a special procedure was developed to solve the integer programming problem. The optimization model was applied to western Suffolk County in Long Island, N.Y. The pattern of wastewater treatment and collection which the optimization program found to be least expensive were also those which had relatively little recharge of treatment plant effluent to groundwater.
