The study examines how economic incentives affect physician participation in Medicare and the extent to which they induce demand for Medicare services. Participation is measured as changes in assignment rates for medical, surgical, laboratory and radiology services. Demand inducement is measured as changes in service intensity and quantity, and the number of ancillary services ordered. A data set is employed that contains copies of all Medicare claims from Colorado between 1976 and 1978. During that period a change occurred in Colorado's Medicare reimbursement procedures, resulting in an increase in some physicians' reimbursements, and a decrease for others.
