The replacement of organic solvent cutback asphalt binders by emulsified asphalt binders has been recommended as a means for reducing air polluting hydrocarbon emissions by road building activities. However, the unavailability of high quality aggregate in rural areas has often been cited as a deterrent to the successful use of emulsified systems in acceptable quality paving mixes. Historically, solvent cutbacks have been used in rural areas as binders for low-grade aggregate. This project investigated the feasibility of replacing solvent-borne systems with emulsified asphalts and evaluated the quality of the mixes using laboratory-prepared and tested specimens.
