The report examines the first two years of operations on the outer islands of Fiji of the Rural Area-Appropriate Technology Unit (RA-ATU), a program arm of the government of Fiji's Business Opportunity and Management Advisory Service (BOMAS). A.T. International staff participated in the planning that led to the creation of RA-ATU in January 1980, and ATI supported RA-ATU with a grant to capitalize a business development fund and to contribute towards program overhead costs for two years. ATI was particularly interested in RA-ATU's use of indigenous private businessmen located on the outer islands as program extension agents. Their use was an attempt to address the special difficulties and costs of providing services to entrepreneurs in small, remote, scattered settlements.
