The paper proposes a logical structure for deciding whether it is cost effective for a State to implement monthly reporting for only a portion of its caseload and, if so, which cases should be included. Not all states should expect a payment savings under monthly reporting. For those that do, selecting a portion of the caseload may be advantageous, depending on the total amount of the savings and the on-going administrative costs. For states that do not expect a payment savings, selecting a portion of the caseload for monthly reporting may reduce administrative costs without a loss of information. Two criteria are suggested for selecting cases to report monthly. States expecting a payment savings should choose cases for which the expected gain in formation under monthly reporting will be greatest. Other states should exclude those cases least likely to experience grant changes.
