Provision and Cost of Public Services in Appalachian Communities

By 1981 a flow of population from urban centers to less settled areas took on major importance as a force shaping residential and employment patterns. Based on an analysis of the population and income distributions in the Appalachian Region, and their change in recent years, the study develops a set of policy recommendations for future public service development. The study found a shift of population in Appalachia from the northern portions of the region toward the South and a diffusion of population from large urban centers into less developed areas. Similar shifts in the distribution of income were also documented. The study used two research methods: a cross-sectional statistical analysis; and, in-depth case studies of eight Appalachian communities. Eight public services were analyzed: police protection, fire protection, water, sewer, parks and recreation, general government, street maintenance, and sanitation. Places with more than 25,000 residents were excluded from the study because they were not characteristics of the rural and semi-rural areas.
